Sec. 2 Updating Scope of Duties Globally

Updates the Harmonized Tariff Schedule for reciprocal tariff duties globally, effective November 13, 2025, based on negotiations and domestic capacity assessments.

Sec. 3 Implementation

Directs Commerce and USTR to monitor trade emergency conditions and coordinate with State, Homeland Security, and other agencies on implementation and future action.

Sec. 4 Severability

Standard severability clause: if a court strikes any provision, the rest of the order stands.

Sec. 5 General Provisions

Standard boilerplate: preserves existing agency authority, conditions the order on appropriations, and creates no enforceable private rights.
