Sec. 1 Background
Addresses continued non-reciprocal trade arrangements with trading partners through tariff modifications consistent with the national emergency declared in Executive Order 14257.
Sec. 2 Continued Suspension of Country-Specific Ad Valorem Rate of Duty
Continues suspension of specific country tariff rates under the Harmonized Tariff Schedule until November 10, 2025.
Sec. 3 Implementation
Directs Commerce, Homeland Security, and USTR to implement the tariff modifications, in consultation with State, Treasury, and NSC officials, using the International Emergency Economic Powers Act.
Sec. 4 General Provisions
Standard boilerplate: preserves existing agency authority, conditions the order on appropriations, and creates no enforceable private rights.
