Sec. 1 Background

References Executive Order 14257's national emergency on trade deficits and notes the 90-day suspension of duties for trading partners (except China) that showed willingness to negotiate.

Sec. 2 Tariff Modifications

Suspends certain tariff headings in the Harmonized Tariff Schedule from July 9 through August 1, 2025, extending the negotiation window for trading partners.

Sec. 3 Implementation

Directs Commerce, Homeland Security, and USTR to implement the tariff modifications using the International Emergency Economic Powers Act and coordinate with other relevant agencies.

Sec. 4 General Provisions

Standard boilerplate: preserves existing agency authority, conditions the order on appropriations, and creates no enforceable private rights.
