Progress on the Situation at Our Southern Border
Companion to EO 14197 but for Mexico, adjusting tariff rates imposed by EO 14194 based on reported Mexican government cooperation on border enforcement.
Section by Section
What each section does, and how they differ.
On Feb 1, Mexico's failure to intercept drug trafficking posed an emergency; 25% tariffs were imposed.
Mexico has taken immediate cooperative steps; further time is needed to assess sufficiency.
The 25% tariff is paused until March 4, 2025, to assess Mexico's crisis-relief actions; exceptions for goods in transit are withdrawn.
Standard severability clause: if a court strikes any provision, the rest of the order stands.
Standard boilerplate: preserves existing agency authority, conditions the order on appropriations, and creates no enforceable private rights.
