Requires the board to receive final settlement offers from parties within 30 days and submit its report with the most reasonable offer to the President within 30 days of receiving offers.
Freezes negotiating conditions between filing of the board request and 60 days after the board submits its report, allowing no changes except by mutual agreement.
Designates board records as presidential records to be maintained by the National Mediation Board upon the board's termination.
Specifies that the board terminates upon submission of its report to the President.
Assigns publication costs to the Department of Transportation.
