Sec. 1 Determinations

Determines that specified agencies have primary functions in intelligence, counterintelligence, investigation, or national security work, excluding them from federal labor-management relations statutes.

Sec. 2 National Security Exclusions

Amends Executive Order 12171 to expand national security exclusions, adding hydropower facilities, international trade, satellite data, weather service, NASA, and global media units.

Sec. 3 Extension of Deadline

Extends an earlier deadline in Executive Order 14251 to permit Defense and Veterans Affairs to issue late exclusion orders with full force and effect.

Sec. 4 Severability

Standard severability clause: if a court strikes any provision, the rest of the order stands.

Sec. 5 General Provisions

Standard boilerplate: preserves existing agency authority, conditions the order on appropriations, and creates no enforceable private rights.
