Authorizes the secondary titles Department of War and Secretary of War for non-statutory and ceremonial use, keeps the statutory Department of Defense names controlling, and directs the Secretary to recommend the actions needed to make the name change permanent, which requires Congress.

Sec. 2 Implementation

Sec. 3 General Provisions

Standard boilerplate: preserves existing agency authority, conditions the order on appropriations, and creates no enforceable private rights.
