Directs the Secretary of Commerce and the FCC to coordinate with college football's governing bodies and broadcast partners to establish an exclusive broadcast window for the Army-Navy Game, barring other college football games, including College Football Playoff and postseason games, from being broadcast in conflict with it.

Sec. 1 Purpose

Establishes that the Army-Navy Game has stood as symbol of excellence for over a century; policy directs that no college football game, particularly CFP or other postseason games, be broadcast in manner directly conflicting with the Army-Navy Game.

Sec. 2 Implementation

Directs Commerce Secretary and FCC Chairman to coordinate with CFP Committee, NCAA, and broadcast partners to establish exclusive window for Army-Navy Game during which no other college football game is broadcast; directs FCC Chairman to consider public interest obligations.

Sec. 3 General Provisions

Standard boilerplate: preserves existing agency authority, conditions the order on appropriations, and creates no enforceable private rights.
