Increases the additional ad valorem duty on Canadian articles subject to the 25 percent rate to 35 percent, effective August 1, 2025.
Imposes a 40 percent penalty duty for non-USMCA Canadian articles found to be transshipped to evade duties.
Directs Homeland Security to monitor conditions at the northern border and recommend additional action if Canada fails to address the drug crisis or retaliates.
Authorizes Homeland Security to implement the order and employ the International Emergency Economic Powers Act.
Standard severability clause: if a court strikes any provision, the rest of the order stands.
Standard boilerplate: preserves existing agency authority, conditions the order on appropriations, and creates no enforceable private rights.
