What each section does, and how they differ.
Automotive production is major U.S. employment and innovation source. American automotive industry trades substantial volumes of parts across borders to bring supply chains closer to North America. Tariffs on Canadian articles require adjustment to minimize disruption to U.S. automotive industry and workers.
Articles that qualify for duty-free entry as goods of Canada under the USMCA (general note 11 to the HTSUS) are not subject to the additional tariffs on Canadian imports imposed by Executive Order 14193. The additional rate of duty on potash not covered by the USMCA is reduced from 25 percent to 10 percent. Modifications effective March 7, 2025.
Standard boilerplate: preserves existing agency authority, conditions the order on appropriations, and creates no enforceable private rights.
