Directs the development of a comprehensive layered missile defense system for the United States, modeled conceptually on Israel's Iron Dome. Orders the Missile Defense Agency to accelerate development and deployment of next-generation interceptors.

The order establishes that ballistic, hypersonic, and cruise missile threats are the most serious threat to the U.S. and that a comprehensive homeland missile defense is needed.
The U.S. will deploy a next-generation missile defense shield, defend against foreign aerial attacks, and maintain secure second-strike capability.
Within 60 days, DoD will submit a reference architecture and implementation plan for the missile defense shield including space-based sensors, interceptors, and non-kinetic defeat capabilities.
DoD will review ways to increase bilateral and multilateral cooperation on missile defense with allies.
Standard boilerplate: preserves existing agency authority, conditions the order on appropriations, and creates no enforceable private rights.
