Reconstitutes the President's Council of Advisors on Science and Technology under new membership and a revised charter aligned with administration priorities.

What each section does, and how they differ.

Sec. 1 Purpose

The order establishes that American scientific and technological leadership requires pursuing truth in research and countering ideological dogmas that elevate group identity over achievement and inject politics into scientific methods.

Sec. 2 Establishment

PCAST is established with up to 24 members including the Assistant to the President for Science and Technology and a Special Advisor for AI and Crypto as co-chairs, plus distinguished academics and industry leaders.

Sec. 3 Functions

PCAST will advise the President on science, technology, education, and innovation policy, solicit stakeholder input, and serve as advisory committee for high-performance computing and nanotechnology initiatives.

Sec. 4 Administration

PCAST members serve without compensation but receive travel expenses, can establish subcommittees, and members may receive security clearances for classified work.

Sec. 5 Termination

PCAST terminates two years from the order date unless extended by the President.

Sec. 6 Revocation

The order revokes the prior PCAST order and related amendments.

Sec. 7 General Provisions

Standard boilerplate: preserves existing agency authority, conditions the order on appropriations, and creates no enforceable private rights.
