References and reaffirms the crime emergency in the District of Columbia declared two weeks earlier in Executive Order 14333 of August 11, 2025, rather than declaring a new emergency.
Directs the Director of the National Park Service to hire additional U.S. Park Police in D.C., the U.S. Attorney for the District of Columbia to hire additional prosecutors, the Secretary of Defense to create and train a specialized D.C. National Guard unit and establish a standing quick reaction force available for rapid nationwide deployment, and the Secretary of Transportation to inspect federally funded transit.
Directs the Attorney General to review Metropolitan Police Department General Orders and request that the D.C. Mayor modify policies as necessary to address the crime emergency.
Standard severability clause: if a court strikes any provision, the rest of the order stands.
Standard boilerplate: preserves existing agency authority, conditions the order on appropriations, and creates no enforceable private rights.
