Determines special emergency conditions exist requiring the use of the DC Metropolitan Police for Federal purposes and orders the Mayor to provide such services for the maximum period permitted.
Delegates the President's authority to direct the Mayor to the Attorney General, who shall determine what Metropolitan Police services are necessary and appropriate.
Requires the Attorney General to monitor conditions, regularly consult with officials, and update the President on the emergency status and circumstances.
