Lets federal agencies relocate to lower-cost facilities outside central business districts, and revokes two prior executive orders on federal facility location (EO 12072 and EO 13006). It directs the General Services Administration to begin amending the related regulations. The order is about where federal facilities are located; it does not address telework or returning employees to in-person work.

Sec. 2 Revoking Executive Orders

Revokes EO 12072 and EO 13006; GSA to amend CFR parts 102-79 and 102-83.

Sec. 3 General Provisions

Standard boilerplate: preserves existing agency authority, conditions the order on appropriations, and creates no enforceable private rights.
