Directs all federal agencies to ensure strict compliance with the Hyde Amendment's prohibition on the use of federal funds for abortion, and extends the prohibition to all federal programs, including those where the restriction had not previously been applied.

Sec. 1 Purpose and Policy

Federal taxpayer funding for elective abortion violates longstanding congressional policy, and the administration will end federal funding and promotion of elective abortion.

Sec. 2 Revocation of Orders and Actions

The order revokes Executive Orders 14076 and 14079, which had authorized federal funding of abortion.

Sec. 3 Implementation

OMB will issue guidance to executive departments and agencies on implementing this order.

Sec. 4 General Provisions

Standard boilerplate: preserves existing agency authority, conditions the order on appropriations, and creates no enforceable private rights.
