Directs 90-day pause on all foreign development assistance for review of programmatic efficiency and alignment with U.S. foreign policy.
U.S. policy is that no further foreign assistance shall be disbursed unless fully aligned with the foreign policy of the President.
All agencies must immediately pause new obligations and disbursements of development assistance; Secretary of State may waive pause for specific programs.
Standard boilerplate: preserves existing agency authority, conditions the order on appropriations, and creates no enforceable private rights.
