America First Policy Directive to the Secretary of State

Directs the Secretary of State to align all diplomatic activity with an "America First" framework. Requires a review of existing multilateral commitments, treaties, and international agreements to determine whether they serve U.S. interests. Establishes a policy presumption against entering new multilateral obligations.
