Creates the organizational framework for DOGE within the Executive Office of the President. Directs each agency to establish a DOGE team and provide access to agency records, IT systems, and financial data. This is the foundational order; subsequent orders (EO 14210, 14219, 14222) implement specific DOGE-driven initiatives.

Sec. 1 Purpose

Establishes the Department of Government Efficiency (DOGE) to implement the President's DOGE Agenda by modernizing federal technology and software to maximize efficiency and productivity.

Sec. 2 Definitions

Defines key terms: Agency excludes the Executive Office of the President, Agency Head means the highest-ranking official.

Sec. 3 DOGE Structure

Renames United States Digital Service to U.S. DOGE Service (USDS) in the Executive Office of the President, establishes temporary DOGE organization headed by USDS Administrator terminating July 4, 2026, and requires each agency to establish DOGE Teams.

Sec. 4 Modernizing Federal Technology and Software to Maximize Efficiency and Productivity

Directs USDS Administrator to commence Software Modernization Initiative for government-wide improvements and grants USDS access to all unclassified agency records and IT systems.

Sec. 5 General Provisions

Standard boilerplate: preserves existing agency authority, conditions the order on appropriations, and creates no enforceable private rights.
