Rescinds dozens of Biden-era executive orders in a single stroke, covering climate policy, equity initiatives, immigration enforcement pauses, AI regulation, and other policy areas. Functions as a mass-repeal instrument clearing the decks for replacement orders issued the same day and in subsequent weeks.

Sec. 1 Purpose and Policy

Announces revocation of Biden administration orders embedding DEI, border opening, and climate extremism, and commits to restoring common sense to federal government.

Sec. 2 Revocation of Orders and Actions

Revokes 13 named Biden executive orders from January 20-22, 2021 related to equity, immigration, employment, environmental protection, and pandemic response.

Sec. 3 Implementation

Directs agencies to end DEI implementation; directs DPC and NEC to review all actions under revoked orders and submit within 45 days a list of additional orders for rescission; directs NSA to review NSMs 2021-2025.

Sec. 4 General Provisions

Standard boilerplate: preserves existing agency authority, conditions the order on appropriations, and creates no enforceable private rights.
