Sec. 1 Purpose
Federal regulations should not predetermine economic winners and losers; the order targets anti-competitive regulations that limit competition and entrepreneurship.
Sec. 2 Definitions
Defines agency and agency head by cross-referencing the Paperwork Reduction Act definition, limiting which officials must comply with the order.
Sec. 3 Rescinding Anti-Competitive Regulations
Agency heads review regulations within 70 days to identify those creating monopolies, entry barriers, or anti-competitive effects.
Sec. 4 General Provisions
Standard boilerplate: preserves existing agency authority, conditions the order on appropriations, and creates no enforceable private rights.
