Directs the Attorney General to identify State and local energy laws that may be unconstitutional, preempted by Federal law, or otherwise unenforceable, and to take action to stop their enforcement.

Sec. 1 Purpose

Commits the Administration to unleashing American energy and to removing illegitimate State impediments to energy development.

Sec. 2 State Laws and Causes of Action

The Attorney General identifies State and local laws, regulations, and causes of action that burden domestic energy and may be unconstitutional, preempted by Federal law, or otherwise unenforceable, and takes action to stop their enforcement.

Sec. 3 General Provisions

Standard boilerplate: preserves existing agency authority, conditions the order on appropriations, and creates no enforceable private rights.
