Political Appointees vs. the Career Civil Service
Every lawyer who works for the federal government sits on one of two tracks, and the track decides how easily they can be fired, and by whom. Career civil servants are hired on merit and removable only for cause, with process. Political appointees serve at the President's pleasure and are removable at will. That line is where much of the current fight over the executive branch is being waged.
