Means-Ends Testing

The framework courts use to evaluate whether a law is constitutional. A court identifies the government's end (its goal or interest) and examines whether the means chosen (the law) adequately serves that end. The required fit between means and ends tightens as the stakes increase - from rational basis, to intermediate scrutiny, to strict scrutiny.
