Circuit entered a per curiam order (Millett, Katsas, Childs, JJ.) dismissing the consolidated appeals as moot in light of DHS's new final rule, discharging its July 27, 2026 order to show cause. The mooting event was the DHS final rule, Alien Registration Form and Evidence of Registration, published and effective June 29, 2026. No mandate issued.
